[sv-cc] Let's try to do an email vote.

Hi All,

Well, I have not received enough responses to hold a meeting, so let's
try doing an email review/vote. Francoise has already posted a new
proposal for Item 062. I will do the same for Item 053 shortly.
There is also a proposal for Item 342. Please look these over. If
you have issues, then send email to the reflector. I will solicit
votes on these from now until 10:00am EST tomorrow.

If I get at least 50% of the committee voting in favor before then,
then we shall pass the item on to the Champions for their consideration
at their meeting tomorrow.

If I get at least 50% voting against, then the issue will be considered
resolved as not passed.

If I don't receive 50% response for or against, then we shall discuss
further at our regularly scheduled meeting on Wednesday.
