[sv-cc] Proposal now available for Item 053

Hi All,

Francoise and I discussed 053 and 077 further. We decided that the items
in the original 077, which all apply to the same diagrams as 053 will be
covered under 053. Francoise will put another proposal into 077 that will
cover the rest. Using this approach will (hopefully) not confuse our
editor because there will be no duplication of sections with the two
proposals.
