[sv-cc] Proxy request fro 12/22 meeting

Charles,

I expect my Encryption meeting to substantially disrupt my ability
to participate in today's meeting.

I request that the committee extend me an e-mail proxy for votes
taken at this meeting. With respect to item 50, I support the
consensus developed at the last meeting where this was discussed,
and which is reflected in the proposal sent to the champions.
