[sv-cc] Assignment of minor SV-CC issues

Hi All,

As you may have noticed, I have taken the liberty of assigning
the minor SV-CC issues to people.  As with all of the ballot
comments, there needs to be a response to these issues.
Hopefully, I have not overburdened anyone with too many of these,
and you will be able to put together a fix for them in the
timeframe we have.

We will discuss and assign the more difficult issues at the
SV-CC meeting on Monday.
