Cliff,

For 4.14, 6.9.2, and a few others, you observe that no
change is required because the note genuinely is merely
informative.  As far as content is concerned, that is
correct, but Entity-6 also believes that "IEEE standards
also require that notes be in a separate paragraph, and
in a smaller font."

NOTE--I'm pretty sure that's true, so while the content
doesn't need to change, the formatting does.
