[sv-cc] errata 465 new proposal uploaded.

I uploaded a new proposal. After thinking about this I changed what
waitingProcesses return from frames to
threads. A thread is created for a static or dynamic process. You can access
the current frame
associated with a thread if for example the suspended scope involves
automatic data declarations
such as in a task call. The waitingProcesses always return the threads
suspended because they
are waiting for that event.
