This proposal will change at least one yes-vote to a no-vote on both the 
1364 and 1800 re-circulation ballots. The proposal diminishes consensus by 
changing existing keywords that have already been implemented and described 
in commercial publications.
These changes are too significant and controversial to be included in a 
re-circulation ballot.
Better to leave the standard completely unchanged in this area.
Alternate simple proposals will be sent in a second email message.
