[sv-cc] Ballot review changes to Encryption clause

The SV-CC committee has requested that my VPI support proposal include
language to guarantee support for at least 8 levels of nesting in
the decryption envelopes.  The SV-CC committee requested that I poll the
Encryption committee for objections to this approved change.
