Hi Jim,

Thanks for looking into this. I think either we mention clearly in the spec
that for objects, where we allow vpi_handle_by_index, vpiContAssignBit should
be able to return the RHS. else rhs wiil be returned as NULL. 

OR

we just dont't allow it. My logic is, if they get int vpiOffset from the 
ContAssignBit and then get the Rhs from the parent, then user can easily do the 
handle_by_index himself. Then it becomes very clean from a simulator side.
