[sv-cc] Updated proposal for 1269 -- Open Arrays (esp. output issues)

There is an updated proposal in Mantis for DPI open array item 1269.
This item makes 
text changes to Appendix F.11 to
 
   . clarify language about sized and unsized dimensions,
 
   . explicitly state that the available output space for inout and
output open arrays 
     is governed by the size of the actual argument (an intuitive
interpretation),
 
   . associate the above dictum with:

       .. the restriction that an output mode open array actual can't be
a dynamic array (sec. 5.8);
          previously, this restriction only appeared in a distant
section but no DPI sections;

       .. the common sense position that the behavioral result of
outstripping the available space 
          is undefined.
 
The changes aren't meant to introduce any new semantics.
