[sv-cc] Item 1322 (DPI unions): new write-up

The descriptive bugnote for Mantis item 1322, "Some union forms
problematic as DPI parameters,'
has been substantially rewritten.  The bugnote describes the 4 basic
kinds of DPI unions.
 
Thanks to Jim and Doug for identifying inaccuracies and errors in the
original write-up.
 
I plan to write a short proposal after the SV-CC group has an
opportunity to discuss the material.
