[sv-cc] Mantis item 1488: Context clarification

There is a new Mantis item number 1488, which states DPI context rules
in 

section 26.4.3:

 

. This provides a language-independent stmt of DPI context rules that
might be 

  extended to languages other than C.

 

. In conjunction with section F.8, we now have a DPI and a DPI-C level 

  description of context rules; this addresses concerns captured in the 

  Meeting Minutes for 5/10, new business items 4.b and 4.c.

 

. Despite relevant remarks in 26.4.3 and F.8.1, user questions persist
about 

  context when DPI is used with VPI, PLI, et al. A short, bulleted list
of 

  context facts may help clarify things.
