[sv-cc] Packed-arrays and related improvements proposal

All-
Attached is a proposed set of 1800-2005 changes relating to
packed-arrays and some related properties and methods. I would
like to get discussions started on these soonest, so please
consider adding this to our next meeting agenda, Charlie.

It is the culmination of my thinking from our face-to-face
meeting and many followup discussions.

Ultimately, if everyone is in reasonable agreement with these
concepts, I will proceed to break this down into concrete Mantis
items to address the individual issues specifically in the context
of the 1800-2005 LRM.
