[sv-cc] mantis items with proposals

Hi All,

Instead of having our meeting, writing the agenda, minutes, ...etc I
decided to tackle a few of the easier SV-CC mantis items.  I have
added proposals for Items 1614, 1631, 1664, and 1669.  I will add
these to our agenda for the next meeting.
