[sv-cc] Mantis proposal on vpiConstantSelect

I have added a proposal for Mantis item 1726, "Clarify meaning
of vpiConstantSelect".  It covers five different object
models, so you might want to read it before we talk about it.

Charles, please add discussion of this proposal to an
upcoming agenda.

I have made a particular choice as to what vpiConstantSelect
means for complex selected names.  The basic idea is
that the underlying simulation object does not change
during the lifetime of the handle.  Abi and Chuck may especially
want to think about the implications of that.
