[sv-cc] Updated version of Compatibility proposal uploaded (Mantis #1385)

All-
I have uploaded the attached new version of my VPI Compatibility
proposal to Mantis item #1385, which hopefully addresses all the
feedback I've received to date (thanks to all contributors!)...
--- EXCEPT ---
1) An updated vpi_user.h (with an example of use);
2) The additional 1800-2008 mode (as suggested by Michael);

The key changes are:
1) At Jim's suggestion, I "moved" the insert to section 35
   (it now starts a new section 35.13).
2) I have added an intro section at the top
3) I have expanded the last section substantially, based on
   inputs from Abi and Michael.
4) Minor language cleanup & clarifications.
