[sv-cc] Updated proposal for 1726 (vpiConstantSelect)

I have updated the proposal for 1726 (vpiConstantSelect)
to include an explanatory NOTE in each section, as we
discussed in last Wednesday's meeting.  Please review
this proposal before the next meeting.

Charles, please add this Mantis item and proposal to
the agenda to be discussed and (I hope) voted on at
the next SV-CC meeting on July 18.
