[sv-cc] Mantis item for "null arguments"

I have entered a Mantis item 1952 + proposal for clarifying
what a "null argument" is.  (I also submitted a related
item for the SV-BC.)

Charles, please add 1952 for discussion to a future
SV-CC agenda.
