[sv-cc] Added proposal to clarify vpiRange relations

I have added a proposal to Mantis item 1696 to clarify
the meaning of vpiRange relations for dynamic arrays,
associative arrays, and queus.  The proposal also clarifies
what vpiRange returns for an unpacked array of packed
arrays, and specifies the order in which the ranges are
returned.

Chas, please add this to the agenda for discussion at
a future meeting.
