[sv-cc] Why is a vpiParameter traversable?

Bassam and Ghassan,

I have just added Mantis item 2144, asking why the data
read API considers a vpiParameter to be a traversable
object.  Please consider why this is so.

Charles, please add 2144 to the agenda for discussion
at a future meeting of the SV-CC.
