[sv-cc] mantis item 1898

Mantis item 1898 is an assertion owned mantis item which defines NEW VPI
callbacks, properties, etc..
in the assertion API chapter rather than the VPI chapter. The champions
are sending this mantis item to the CC for
review.
Having definitions of assertion callbacks and properties in the
assertion API chapter
creates problems as there is no references from VPI to these new VPI
properties and callbacks.
This needs to be reviewed by the CC committee.
