[sv-cc] proactive cooperation with SV-CC

Hi Folks:

In today's P1800 Working Group meeting, concern was expressed about
how VPI work for SV-AC items will impact the agenda of SV-CC.

In the past, we have tossed the Mantis items back and forth between the
committees.

In the WG meeting, I suggested that we try to form one or more smaller
subcommittees or focus groups to try to accelerate the convergence on
the VPI work.  My hope is that by getting the SV-AC proposal owners
in closer contact with some SV-CC members, we will arrive more quickly
at proposed VPI changes that are acceptable to SV-CC.

Charles Dawson, the chair of SV-AC, will also be comminicating this
idea to SV-CC.
