[sv-cc] Revised completed Mantis proposal for 1688

All-
I have uploaded a new complete proposal that includes changes based on
feedback from last meeting's discussion for vpi_get_value_array, and a
complete vpi_put_value_array proposal (all-in-one now).  The
vpi_get_value_array changes include:

- Language tweaks as per Jim Vellenga's inputs ("dynamic element"
clarified, etc.);

- Corrections per Abi Moorehouse feedback- Abi I decided that mixing
formats vs. array datatypes would adversely affect efficiency & were not
likely worth it- we can update this down the road if it really is
needed.

- Added vpiVectorVal format in both functions (as per Charlie Dawson's
request).

- Added vpiLongIntVal format in both functions (per Jim V.'s inputs).

Note also that for various technical/complexity reasons, the
vpi_put_value_array does NOT include the delay and event scheduling
semantics included in vpi_put_value.  This can be upgraded down the road
to include this if needed (the new format and flag values were chosen so
as to be non-conflicting if we want to add this later).

Charlie please ensure this is included in the "expedited items" part of
the agenda for next week.
