[sv-cc] Update to Mantis item 2143

I have removed the extraneous proposal attached to Mantis
item #2143 as agreed on in our meeting of 9 April 2008.
Unfortunately, I didn't this one deleted before it
got "Resolved", so the champions have sent it back
for clean-up.

Charles, I suppose we need to re-resolve this at our
next SV-CC meeting.
