There is only one "instance" class, see 36.9, vpiAssertion iteration is
the instance ->> assertion.

I have a question for you. In the static assertion VPI section, the term
instance handle is not well defined for use with vpiAssertion iterator.

Does this mean handle types that could be returned by vpiInstance method
(vpiModule,vpiPackage,vpiInterface,vpiProgram)

or if this iterator should work for any valid VPI scope handle?
