Neil and Champions:

The .pdf file is definitive, and is the one that the
SV-CC voted on and approved.

Following the now customary practice of the SV-CC on
approved items, I have added the .fm file for the
convenience of the editor.  The original of the .fm
file has the same date on my disk as the original of
the .pdf file, and I have confirmed visually that
all the colored annotations are identical.

Please consider the .pdf file as definitive.
