[sv-cc] Report from 1800 working group

From today's 1800 Working Group meeting

-- The checkers proposal (1900) passed, as did the
proposal to add covergroups to checkers (2088).

-- The WG retrieved the long lost SV-CC proposal
on handling index expressions with side effects
and approved it.

-- Draft 7 is due out on Sept. 10, then John will
reedit our proposal for handles with non-static
lifetimes (2226) and submit it within the next
two weeks for inclusion in Draft 7a.
