[sv-cc] Mantis 2396 (edge) review

Hi Erik,

I have reviewed the 2396 edits and have one comment.  The Mantis item
says "editor" .  I don't see how to put it in "feedback" state and add
the note.  I screwed it up last time so am trying to be extra careful.

1.	The text at the end of 9.4.6 was not added:

If phi1 and phi2 refer to the same signal, then the assignment above can
be simplified as
        a <= repeat(a+b) @(edge phi1) data;
