[sv-cc] Mantis item + proposal for deprecating "Reader API" from sv_vpi_user.h

I have submitted Mantis item #2054 and a corresponding proposal
for removing the reference to the "Reader API" from sv_vpi_user.h,
as we discussed at today's SV-CC meeting.

Charles, if this meets with your approval, please start the process
