[sv-cc] Minor erratum in I.9.2

Hi SV-CC,

I found a minor erratum in Annex I.  It's been there a long time.
Mantis 2588 was created and a proposal has been uploaded.

There is a paragraph which lists legal scopes in which
DPI tasks and functions can occur, and "package" was omitted.
The reason is that the text was written before packages were
introduced into the language.  Packages are supported in the
BNF already; this was just a minor oversight in the main text.
