[sv-cc] Clarification from the P1800 committee on the Scope document

Hi All,

In today's P1800 meeting we discussed the purpose of the Scope document on which
we have been working. It was decided that:

   - The document is non-binding; we will not delay the release of the LRM because
     we have not completed all of the tasks we put in the Scope document. Nor are
     we going to be limited to the tasks contained in the Scope document. If a
     more pressing issues arises, we will be able to address it.

   - We need to formulate our list of high priority items given the timeline that
     has already been established. Specifically, we need to complete our work by
     October 2011. Given that the other committees will be completing tasks at
     roughly the same time, the SV-CC committee will need to leave a few months
     at the end to react to the other committee's enhancements. Therefore, I would
     suggest that we give ourselves a deadline of August 2011.

Hopefully, this information will facilitate our effort to produce a good Scope
document.
