[sv-cc] Mantis item 1477

Charlie-
I would like to upgrade Mantis item #1477 (virtual interfaces) to High priority, since I have a proposal (not uploaded yet) and the existing VPI data model is not consistent with the main HDL text as to how these are treated.

Also, should I be able to append or upload to Mantis items now ? Maybe I'm forgetting something, but it seems there is no way to add Notes or modify Mantis items currently (even for items I submitted).
