[sv-cc] Mantis 3116

Please look over this item I posted 6/11. There is an easy fix (add a typespec method to vpiNamedEvent), and a much harder one (convert vpiNamedEvent to something like vpiEventVar).

I see no compelling reason yet to go the hard route, but see the comments & let me know what you think.
