[sv-cc] Mantis item #1477 proposal updated

All-
I have updated the previous Virtual Interfaces proposal with a new one- now complete with header changes/additions. Other minor clarifications and corrections to the original include:

- Detail 2 of 37.27, I added " passed through a port" to the first sentence as a clarification.
- Example 2 of Detail 2 of 37.27, I replaced the last sentence of the description for improved clarity.
- In diagram 37.28 "Class Typespec", I corrected the diagram to replace (instead of delete) "ref obj" with "virtual interface var" to be consistent with diagram 37.29 edits.
