[sv-cc] New proposal for 3116 and minor change to 1477

All-
I have just uploaded a new proposal for Mantis #3116 (named-event typespecs), and a change to #`1477 (Virtual interfaces).

The change to #1477 was merely to move the Typespec (37.23) page to just after the Variables (37.27) page (to avoid mixing this with the new sections), and change from blue to black several of the section headers that were existing sections rather than new ones.
