Hi Jim,
You are correct. The proposal should be updated to conform with the
coloring conventions that we normally use. Red strikeouts for text
being removed and blue for new text. The underlining for the new
text should also be removed. As you say, all proposals should have
the mantis item clearly shown at the top of the proposal.
