[sv-cc] Uploaded DPI-OO proposal 1.0.3 with review comments

   The 1.0.3 version of the proposal is uploaded to the mantis db
with my comments embedded in the word document. There are
couple of major issues to be resolved in this version.
 
(a) DPI_OO:BitVecValT and DPI_OO::LogicValT has no operators
    defined for them. DPI-C provides a set of accessor functions to
manupulate svBitVecVal and svLogicVecVal. What is a recommended
   mechanism to manupulate BitVecValT and LogicVecValT. One
   option is to make them classes with operators and an implicit
   cast to the DPI forms. I can work on a proposal for this if that
   sounds like a good idea.
 
(b) We are fine with the prgmas as long as they are fully specified.
     There are some missing details as noted in my comments in the
     uploaded doc.
