[sv-cc] Replaced proposals for Mantis item 3884

I have replaced the proposals for Mantis Item 3884 to

-- replace "#define vpiSafe" with "#define vpiSoft"

-- add "#define vpiSoftDisable"

-- adds an "expr" missing from the "soft disable" type

Otherwise, the proposals are substantially as I presented them at today's meeting.
