[sv-cc] New proposal for 3127

I have uploaded a proposal for 2012 Ballot Comment 57/Mantis Item 3127:

I have taken the liberty of specifying more precisely when the cbStartOfReset and cbEndOfReset callbacks occur. This specification is consistent with the practice of at least one vendor. Please review before the next meeting and let me know of any concerns.
