There is no clear relationship between DirectC and other API's (PLI,VPI).

Do we want to permit calling PLI functions from a DirectC call or prohibit it? The first might be a nice feature, but result in less
opportunities for code optimizations (as a result you'll never know what a function really can do). My proposal is either to
prohibit this or to define some definition that clearly identifies whether a DirectC function calls other API's functions or not ...
