[sv-cc] Meeting minutes

Hi All,

Yesterday, shortly after our meeting ended, our building here at
Cadence suffered a power outage. As a result, the minutes I took
during our meeting have been lost. I will attempt to re-create them
from memory as best I can, however it is likely that I will miss
things and get things wrong. To facilitate this process, please
send me an email (no need to copy everyone), with your votes on the
following Items:

   - Item 205: Binary compatibility for packed arrays as fields and as elements of unpacked arrays
   - Item 050: Change DPI svLogicVec32 representation to match PLI/VPI aval/bval representation

Since we took role call votes for them.

Thanks for your assistance, and please review the minutes
carefully for errors when I send them out.
