[sv-cc] PTF items and a proposal for PTF 342.

Hi All,

It looked for a while there that our proposal to create new Mantis Issues for
the PTF items which we wanted to work on had been nixed. Last week Karen
and John decided they liked the idea after all. So, we now have a new
category called V-PTF. I have added the first item there: 303 which
corresponds to PTF 342.

Here is what I would like people to do. If you want to make a proposal for
a PTF item, add it in this category, and include in the title the original
PTF item number and title. Then in the description add a link to the old
data base.

Item 303 has been setup this way, and can be used as an example.

Finally, I have added a new proposal for 303 which incorporates all of the
feedback from PTF 342's last proposal and I have done another pass over
the LRM looking for additional changes that would be necessary as a result
of this change.

I then put all of this into the approved format. I think we have a complete
and thorough proposal at this point.
