I believe the intent here was to BTF issue 547.
It was accepted by BTF, not by SV-BC.
It is currently under review by the SV Champions.
BTF 547 allows replications with a zero replication constant.
The effect is to treat such a replication as though it does not exist.
Therefore, it is legal only within a concatenation in which at least one of
the operands has a width larger than zero.
This is the #1 limitation of Verilog that I have to deal with on a
day-to-day basis.
