Sorry, I forgot to mention that the old 3.1a functionality for
handling 2-state and 4-state arguments with opaque handles
is still in the LRM. It has been deprecated and it is now
consolidated into a new section, E.12.

During the meeting this week various committee members
made suggestions regarding this deprecated functionality,
in particular for ways for it to co-exist with the new
canonical-only way of processing 2-and 4-state packed data.
Those suggestions have been incorporated into the proposal.
