[sv-cc] New DPI item, with proposal

At the instigation of our own DPI expert, I have filed
erratum #341 together with his proposal for fixing
the same. The deal here is to put the same machinery
into svdpi.h that we already use in vpi_user.h for
Windows compatibility. The change is probably
straightforward, although it does come after our
official deadline.
