RE: [sv-cc] New DPI item, with proposal

Jim,

These modifications look OK to me.
However they are in conflict with the version of svdpi.h
present in #50's amended proposal.

I would suggest that we vote tomorrow on this.
If it passes, I would incorporate the items from #341
into #50's proposal, thus reducing a lot of merging work
for the LRM editor. I could also run the merged file through
regressions to make sure there are no typos or other flaws.
