That's easy. The hard part is getting the cross-references correct.
Take the example:

" in the VPI diagram 31.10 the title is:
               Variables (supersedes IEEE 1364-2001 section 26.6.8)"

PTF 296/SV 313 adds a new VPI diagram for generates as 26.6.3,
which will move 26.6.8 to 26.6.9.
