[sv-cc] Reopened Issue #333 (VPI for Nets)

After reviewing the editing changes for Issue #333, I
haver reopened it and submitted a new proposal against
P1800/D3 to correct not only mistakes in the editing
but also mistakes in the original proposal.

Because 333 involved many changes, another member of
the SV-CC team should review the changes against the
first proposal as well to make sure I didn't miss
anything.
