[sv-cc] Issues no longer at issue

It appears that the editors have resolved the following
issues with their latest drafts:

-- 297: Need to replace all occurences of IEEE 1364-2001
   with new standard version name
-- 337: Informative table on VPI sections not up-to-date
-- 338: 31.22 missing from Table of Contents
-- 379: 27. VPI Routine Definitions - section describing
   optional arguments

I have added a bug note to each Mantis entry to explain
why the issue is no longer an issue.

The SV-CC should therefore consider marking these issues
as resolved.
