[sv-cc] Assertion Control, proposal added to mantis #431

Hi All,
 
I added a proposal to #431. I've kept the distinction between system
control and assertion control as in the current LRM and updated the
system control mechanism to mimic the assertion control system tasks
($asserton/off/kill) by:
a) Correcting the naming of the tasks and enhancing with an additional
"kill" control constant
a) Allowing a scope handle or alternatively a handle to a collection of
scopes as a second argument (NULL of course means all assertions).
 
I believe this approach addresses the issues raised in our previous
discussions and leaves room for future expansion of both the system and
assertion control means.
